"President Eisenhower and the Special Group of the National Security Council approve an oPeration against Cuba proposed by Allen Dulles, with an eye toward organizing and training Cuban exiles for an invasion of the island. The training is to take place in Guatemala. A copy of the plans for the covert action is distributed within the CIA."
